CH quadrant below axle, control lines crossed, led to blocks fastened to rib on center of steering disk.

Because of the control panel, the jamming cleats could not be placed
 together.  Consequently, control lines need to be marked to indicate position quadrant-pendulum vertical and
rudder amidships.
